As of the end of February HAMP (which also includes non-Fannie Mae and Freddie Mac mortgages) had finalized modifications on only 168,701 loans out of the 1.354 million who had been extended invitations to participate in the program.

So how does the alternative program work? A borrower that entered into a HAMP trial period plan prior to March 1, 2010 will be considered for the Alt Mod program as long as the servicer submits the case for approval by August 31, 2010.

Borrowers who are eligible for loan modifications are summarily denied. The government has no mechanism set up to enforce its own program. Calls to Treasury result in borrowers being told to contact the same lenders who are frustrating them daily.
